Une solution est d'employer les outils netbpm que l'on trouve ici:
http://netpbm.sourceforge.net/ (ou alors package debian netpbm).

Un exemple d'utilisation:

    jpegtopnm orig.jpg | pnmscale 0.25 - | pnmtojpeg - > new.jpg
