No idea, but I just want to confirm that the same problem exists from my
computer as the following test demonstrates:

root at banana:~# ping -c 1 -s 548 -M do www.cff.ch
PING www.sbb.ch (193.192.251.35) 548(576) bytes of data.
556 bytes from cargo4prod.sbbcargo.ch (193.192.251.35): icmp_seq=1
ttl=234 time=53.8 ms

1 packets transmitted, 1 received, 0% packet loss, time 0ms
rtt min/avg/max/mdev = 53.800/53.800/53.800/0.000 ms
root at banana:~# ping -c 1 -s 549 -M do www.cff.ch
PING www.sbb.ch (193.192.251.35) 549(577) bytes of data.

1 packets transmitted, 0 received, 100% packet loss, time 0ms

My guess is that someone at the CFF has misconfigured one of their
routers.  In the meantime, try my suggestion, at least on your web proxy
server:

net/ipv4/ip_no_pmtu_disc=1
